Reading the matrix
- FBI agencies counts every agency in the FBI's directory; On NIBRS is the share that report incident-based data.
- Population coverage is the share of residents served by agencies that reported to NIBRS in 2025.
- Legacy records marks the 3 states with agency spreadsheets transcribed from the 1977 NLETS directory, now cross-checked against current ORIs.
- Verified records is the number of individual registry records published (0 nationwide). See the registry policy.
What is missing
- Court records: state and county court portals vary widely in what they publish and how they may be reused. Evaluating them state by state is the next phase of the roadmap.
- Agencies outside NIBRS, such as many animal control and humane law enforcement units, which report elsewhere or not at all.
- China and India, the only other countries in IROPO's scope. Their laws and official sources have not been evaluated yet.
